Funding and sustainability of primary healthcare are urgent priorities to address if the recent health reforms are to achieve equitable health outcomes for all New Zealanders. Services operating as Very Low-Cost Access general practices provide care to populations with disproportionately high health and social needs; however, the complexity, volume and nature of work done by these practices is poorly understood.
Levesque et al.’s widely-cited five dimensional model of access to healthcare has been used in a variety of contexts, including access to medicines.
The objective of the study is to conduct a systematic review and methodological quality appraisal on studies reporting the development of health and wellbeing outcome measures for Māori (Indigenous people of New Zealand), identify common features and processes, and critically appraise the measures using the COnsensus-based Standards for the selection of health Measurement INstruments (COSMIN).
